  • Provincial workshop on human rights on the occasion of the 60th anniversary of the Universal Declaration of Human Rights, Vangvieng. Representatives from all relevant provincial departments of Vientiane capital, Borikhamxay, Xiengkuang, Huapan and Vientiane provinces attended. 100 participants;

  • Provincial workshop on human rights on the occasion of the 60th anniversary of the Universal Declaration of Human Rights, Thakhek. Representatives from all relevant provincial departments of Khammuane, Savannaket, Champassack, Saravan, Attapeu and Xekong provinces attended. 110 participants.

  • Provincial workshop on human rights on the occasion of the 60 th anniversary of the Universal Declaration of Human Rights, Luangprabang. Representatives from all relevant provincial departments of Luangprabang, Oudomxay, Xayaboury, Borkeo, Luangnamtha and Phongsaly provinces attended. The 26 trainees of the Vientiane College course also attended. 130 participants;

  • Supported one Lao official to attend the meeting on the Palermo Convention and Protocols in Vienna;

  • Supported one Lao official to attend the annual session of the Assembly of State Parties to the Rome Statute on the International Criminal Court;

  • Supported the meeting of the National Steering Committee t o consider the draft 6th and 7th combined ICERD report of the Lao PDR.

  • Supported the SIA in the organization of an Anti-Corruption Walk and other related activities to mark the International Anti Corruption Day. 1,000 participants;

  • Supported the Lao Government in collaboration with the UN Country Team to organize the official commemoration of the 60th anniversary of the Universal Declaration of Human Rights (10 December 1948-10 December 2008). 1,300 participants;

  • Symposium on human rights on the occasion of the 60th anniversary of the Universal Declaration of Human Rights. 125 participants;

  • Art competition on the occasion of the 60th anniversary of the Universal Declaration of Human Rights;

  • Cultural performance and concert to mark the 60th anniversary of Universal Declaration of Human Rights , in the National Cultural Hall; open to the public;

  • Supported two officials to attend the UN Permanent Forum on minorities: the right to education, in Geneva;

  • The LPAC endorsed the draft Prodoc Phase III;

  • ICERD field trips were undertaken by a team to 5 provinces (Borikhamxay, Khammuane,  Savannaket, Vientiane and  Xiengkhuang) and to the NT2 and Xepon gold/ copper mining projects to gather further data and information needed for the improvement of the current draft ICERD report of the Lao PDR. The team consisted of representatives from MFA, NA (Ethnic Affairs Department), Lao Front for National Construction, Ministry of Justice, the National Social Sciences Academy Human Rights Centre, Institute of Ethnic and Religious Research and the national consultant on the ICERD reporting engaged by the Project.

During the trips, the main provisions of ICERD as well as the Committee’s concluding observations and recommendations on the last report of Lao PDR were also introduced by the team and discussed with the provincial and other concerned authorities). Altogether 150 participants.

INTERNATIONAL LAW FORUM 19 NOVEMBER 2007:
ARBITRATION AND JUDICIAL SETTLEMENT

It is the main obligation of the UN members to seek peaceful solutions to conflict.

That has been stated in various articles of the Charter, including the ones on goals and purposes, like art. 1.1 and art. 2.3: member states shall settle their international disputes by peaceful means and in such a manner that international peace and security, and justice, are not endangered.

Probably that is why article 33 of the Charter takes centre-stage.
This article lists a number of instruments towards conflict resolution.

Art. 33 reads in full:

1. The parties to any dispute, the continuance of which is likely to endanger the maintenance of international peace and security, shall, first of all, seek a solution by negotiation, enquiry, mediation, conciliation, arbitration, judicial settlement, resort to regional agencies or arrangements, or other peaceful means of their own choice.

2. The Security Council shall, when it deems necessary, call upon the parties to settle their dispute by such means.

Indeed, negotiation, mediation, conciliation are the preferable methods. But if many years of mediation of negotiations prove to yield hardly any progress, regard may have to be had to the instruments of arbitration and/or judicial settlement.

In fact many countries have benefited from these conflict resolution devices. Maybe they not always got what they wanted, but at least solutions were found and decisions were taken so that many a page could be turned.

The International Law Project hopes with its Autumn 2007 International Law Forum to focus on these two instruments.
